I could give several comments on how to improve the hypertext version with bi-directional links, and options for networks of links to other related document from each of these 'link points'. However, before I start on that kind of work, I will wait and see what happens in France this week. If you are interested, I have made a first release of an information landscape covering the Convention's plenary session in the period 2002-2003 - the set of documents marked CONV in which you may find all the incoming amendments to all Articles, etc.

There are many practical problems related to the overlay of additional hypertext structures - for instance unprecise Article references, errors in the original documents, 15% of the documents marked as ENglish but shows up with texts in French, Italian, Spanish, German. A chaos.

Therefore, I related my own experiences with the situation announced by Prostetnic Vogon Jeltz of the Galactic Hyperspace Planning Council when the planet Earth was scheduled for demolition:

"All the planning charts and demolition orders have been on display...in Alpha Centauri for fifty of your Earth years...you've had plenty of time to lodge any formal complaint...it's only four light-years away. I'm sorry, but if you can't be bothered to take an interest in local affairs that's your own lookout." (Adams,1952 in Hitchhiker's guide to the Gallaxy).
